Equipment lead times in Qatar and how to plan around them

What is genuinely stocked locally, what has to be imported, and how to build a shutdown schedule that does not depend on a shipment arriving early.

The most expensive procurement mistake is not paying too much for a part. It is planning a shutdown around a lead time that was optimistic, and then holding a crew idle while a shipment clears.

Three tiers, and they behave differently

Treat every line on a requisition as belonging to one of three tiers, because the planning assumptions for each are not the same.

  • Held locally: common gauges, fittings, standard valves and consumables. Days, not weeks
  • Imported standard product: catalogue items from a manufacturer, ordered against stock. Weeks, and reliable
  • Made or configured to order: certified, sized or specially materialled items. Months, and the date moves

Build the schedule backwards from the certificate

For certified equipment the manufacturing time is often not the constraint. Documentation is. Material certificates, test reports and hazardous area certificates are produced after manufacture, and a shipment held for paperwork is still a shipment you do not have.

Ask for the documentation package to be quoted with the equipment, and confirm which certificates are issued at dispatch rather than at order.

Reduce exposure before you need to

Two habits remove most schedule risk. First, standardise. Every additional variant of the same gauge or fitting across a plant is a separate stock line and a separate lead time. Second, hold a small critical spares list for the items whose absence stops production, and review it after every unplanned outage.

The list is usually short. Most plants find that fewer than thirty line items cover the majority of unplanned downtime risk.

What to ask a supplier for

Ask for the lead time split into manufacturing, shipping and clearance, rather than one number. A supplier who can break it down is quoting from experience. A single round figure with no breakdown is usually a guess, and guesses are what shutdown schedules break on.
